Currently, if a trader or industry-orientated character finds himself attacked and destroyed by a combat-orientated character, there is very little he can do to avenge himself, especially if the attacker hides in an NPC corporation.
We believe that the best way to counter this imbalance is by giving the players more options and incentives to deal with these criminals. There are many players that want to PvP for the lawful side of the game, but find that there aren't much options, and even fewer rewards, for those that which to pursue this as a career.
Killrights should be tradable to other characters, so that they can hunt down the offender and claim the bounty. In addition, players that hunt criminals should get rewarded by CONCORD, either through CONCORD missions that have these as objectives, or a standing reward/loyalty point system based on criminals killed, with special items obtainable through a loyalty point store.
