"Look At" command on objects more than 100km

Summary
This is an “UI” change. Often you need to take a closer look on objects who are more then 100km from you. While you can eventually take a closer look by zooming out and spinning your view, its sometimes really hard, and basically its not a “real” solution to get a proper closer look.
Solution
Allow “Look At” command for all objects on grid.
