Summary
Currently, if a third party gets involved in a combat by remote repairing a player, he gets aggression towards any players attacking the player he is trying to repair. However, he does not receive an aggression timer, and is thus able to dock up or jump through a gate and leave the battle. This can be done repeatedly, while the repairing player is relatively safe from retaliation. People misuse this loophole and use alts or neutrals to remote repair combat players which are at war, often leading to frustration.
Solution
Apply the normal one minute inability to dock as part of the 15-minute aggression timer.
