Summary
When ships get closer, they should be somewhat easier to hit as their profile gets bigger. Under the current game mechanics, ships are treated as points, instead of a volumetric object. A battleship being parked in front of your turrets should almost be impossible to miss even if moving, while an orbiting frigate would still be almost impossible to track by large weaponry, like it is now.
The underlying concern regarding the current formula is that close range weapons such as blasters and autocannons lose a substantial portion of their intended DPS due to tracking issues, which has become more problematic since the reduced effectiveness of the statis webifiers.

There are several ways to address this problem mathematically, as illustrated in the second URL, but it might be better to let CCP's programmers and game mechanic designers design a new formula that is most efficient.
